D. 1 HEARING on recommendation of the County Planning Commission on the proposed Downtown El Sobrante General Plan Amendment (County File: GP#02-0003) to revise the Land Use Element and the Transportation-Circulation Element, including adding new Mixed Use land use designations and additional policies for El Sobrante area and removal of a planned six lane bypass couplet, and decision whether to CERTIFY and ADOPT the Environmental Impact Report (SCH#2002102119) and Mitigation Monitoring and Reporting Program prepared for this project, and ADOPT the proposed Downtown El Sobrante General Plan Amendment (County File: GP#02-0003), and. (Fiscal impact of $102,352 to the Land Development Fund).
